"He is Allah, other than whom there is no deity, the Sovereign, the Pure. the Perfection, the Bestower of Faith, the Overseer, the Exalted in Might, the Compeller, the Superior. Exalted is Allah above whatever they associate with Him."

The Absolute Compeller, Omnipotent is Allah. SubhanAllah [Glory be to Allah]. Not only does it mean the One Who Restores but it also means the One Who Restoers Completely. It appears 10 times in the Qur'an, but is only used once for Allah SWT in the above verse [59:23]. When Jabbar is used in the Quran for people it is often rather negative, if a human uses Jabbar as ' one who restores' it is negative because of their negative oppressiveness in order to mend things. Whereas when Allah SWT fixes things it is not oppressive but positive.
He is the One Who restores, Who sets things right. Whatever He wills and it will be, He is Exalted in Might, High above His creation and all that is within it, on it and above it.Whenever we feel distressed we should call upon Al-Jabbar.
Allah is the Restorer of all things. For example, in autumn the trees wither away and lose their leaves due to the change of temperature. they no longer produce oxygen from their leaves and when spring comes around by the will of Allah, He restores the trees and allows for fresh new leaves to grow. He forces the creation upon His commands and upon what is forbidden. Basically, whatever Allah wills, His will is executed, it happens.

He is the Most High, the Irresistible and Grand. Whatever He decrees will certainly come to pass without fail. He heals broken hearts and heals their wounds, bringing comfort to those who turn to Him and seek refuge. He assists us when we are unable to reach our goals, He completes them when we find our resources incomplete, He is the One who restores the affairs of His creation.
